Copilot Notebooks Not Working? Sources, Access, and Fixes
Check your Microsoft account, notebook access, and source files before rebuilding a Copilot Notebook. Use a small verification question to find where the failure starts.
Updated 5 min read
If Copilot Notebooks is not working, first separate a missing notebook feature from a source access problem or an unsupported answer. Open the notebook with the intended Microsoft account, open the original source with that same account, and test a question whose answer you can verify.
Keep the project’s source links, approved decisions, and next step outside the notebook while you troubleshoot. fenbs can hold that work record, so a broken notebook session does not become the only account of what you had already checked.
What should you check first?
- Identify the failing step: finding Notebooks, opening a notebook, adding a reference, asking a question, or creating an output. Save the exact message.
- Confirm the signed-in account and organization. Open the notebook and its source file using the same identity.
- Test a small source with a distinctive fact you can check yourself. Ask a narrow question about that fact.
- Change one condition at a time. Compare the result before replacing files, changing permissions, or rebuilding a notebook.
This guide concerns Microsoft Copilot Notebooks in the Microsoft 365 environment. It does not diagnose GitHub Copilot’s coding features. If you are comparing workspaces rather than fixing one, our Copilot Notebooks and ChatGPT Projects comparison covers that choice separately.
Why is Notebooks missing or unavailable?
Use Microsoft’s getting started guide (opens in a new tab) to check the current entry point and account requirements. The guide describes how to find Notebooks in the Copilot app, including the app launcher when it is absent from the left navigation. Some experiences can differ as features roll out.
Do not treat access to a Copilot chat box as proof that every notebook capability is enabled. Microsoft documents licensing and storage service requirements for creating notebooks. Ask your administrator to check the actual services assigned to your account instead of buying or requesting a different subscription based on an old screenshot.
If the notebook opens in one browser profile but not another, compare the identities before changing anything else. For a temporary loading problem, save any unsent text, reload, and try an updated browser in a separate window. This is a diagnostic comparison, not a reason to disable your organization’s security controls.
Why can you open a notebook but not its references?
Notebook access and access to every linked file can differ. Open the source directly and check whether you can read the content needed for the task. If the source has moved, been removed, or become restricted, ask its owner for the correct location or access rather than repeatedly adding the same broken reference.
Microsoft’s notebook sharing instructions (opens in a new tab) explain that sharing can also grant access to linked files, but some files can remain restricted. The person sharing needs the appropriate sharing permissions. The guide also describes cases where source access depends on the recipient’s license.
Sharing is therefore a change to review, not a harmless repair button. Have the owner confirm the intended recipients and source access. If a OneNote page or section is involved, follow Microsoft’s instructions for sharing the containing notebook, rather than assuming the reference alone supplies access.
Save the current source location and who needs to resolve access in fenbs project context. That lets the next assistant distinguish unavailable evidence from a completed review without copying restricted document contents into another system.
Why does Copilot ignore a source or give an unsupported answer?
Grounding means using specified source material to support an answer. Microsoft’s explanation of how Notebooks works (opens in a new tab) says responses use the references added to the notebook. Do not assume a general email, web page, or file elsewhere in your account is part of that material.
When a particular document matters, add it directly instead of relying only on a broad shared location. Check the supported formats and current grounding limits on Microsoft’s page. Then ask about a named heading or distinctive sentence from that document. If Copilot cannot find it, an elaborate synthesis request will not establish that the material was read.
For example, suppose a studio’s project notes say a client approved a matte finish, while an earlier proposal recommends gloss. Ask Copilot which source records the approval and inspect that source yourself. If the answer blends the two, identify the approved record explicitly and ask for a corrected answer with unresolved differences listed.
Microsoft’s Notebooks FAQ (opens in a new tab) also explains that generated artifacts may use a subset of references. An attachment list is not a promise that every output considers every document. Verify important claims and omissions before treating the output as a complete review.
Keep the checked facts separate from the notebook
Record the approved source, the finding you verified, and the unresolved question in fenbs. Keep the troubleshooting task open until the same verification question succeeds. A connected assistant can read that record later without mistaking a draft notebook answer for a human decision.

How can you test the fix without losing the original work?
Avoid deleting the original notebook as your first experiment. Preserve useful notes and the source list, then create a small diagnostic notebook if your account permits it. Use an ordinary document you are authorized to test, not confidential material copied to a personal account.
Ask for a fact you know, a source-backed explanation of that fact, and a clear statement when a requested fact is absent. Compare those answers with the original. Then introduce the troublesome reference and repeat the same question. This gives support a clearer example than saying that it sometimes gives bad answers.
If the issue persists, report the failing step, exact message, account type, browser, and whether the original source opens. Include only information your organization permits in a support request. General connection problems in another AI app belong in our connector troubleshooting guide, not in notebook source permissions.
How to do this with fenbs
- Create a free account, free for one person with no credit card, and add the affected project to your kanban board.
- Create a task describing the failed notebook action. Add the expected result, source links, and the checks that passed or failed.
- Record the person’s approved findings in Decisions and rules. Use context notes for factual background and keep unverified output clearly marked.
- Follow the integration guides to connect a supported AI app over MCP, a standard way to use an outside tool. Ask it to read the project context and save Where we left off before the session ends.
fenbs does not connect to Microsoft Copilot Notebooks or repair Microsoft permissions. Its GitHub Copilot connection is a different integration. If you only need a notebook to summarize Microsoft files, fix that notebook first; fenbs helps when the decisions and unfinished work need a durable home across sessions.
