Is OpenAI Codex Open Source? Check the Tool and the Model

Codex includes open-source components, but that does not make every client, hosted service, or underlying model open source. Check the component and its license before approving workplace use.

Yes, Codex has open-source components, including the Codex CLI, but “Codex” is not one uniformly open-source product. OpenAI’s official component list (opens in a new tab) distinguishes those components from its IDE extension and Codex cloud, which it lists as not open source.

The useful question is which part you want to inspect, modify, or operate. A tool’s source code does not by itself give you the model that generates its answers. fenbs can keep the organization’s approved-tool decision and its constraints, so the next assistant reads the same scope rather than a vague statement that “Codex is approved.”

Which part of Codex are you evaluating?

Name the component before discussing its license. A command-line client, an editor extension, a remote service, and a model can all participate in one workflow while having different terms and different source availability. A repository bearing the product name does not establish that it contains all four.

For a hypothetical company review, write “the command-line client used on developer laptops” rather than “all Codex products.” That description tells another reviewer what was actually assessed. If a different interface is proposed later, the earlier approval should be checked for relevance rather than silently stretched to cover it.

How do you check the actual license?

Start from the repository linked by OpenAI’s official documentation. Confirm that it is the component you intend to install, then open its license file for the version you are reviewing. Read any notices for included dependencies as well. Record a stable version or revision, because a moving repository can change after a review.

  1. Identify the component, publisher, and version you intend to use. Do not substitute a similarly named community project.
  2. Open its LICENSE file and any relevant notices. Check whether the permission you need covers use, modification, or distribution.
  3. Identify separate dependencies, extensions, and services in the intended workflow. Review their terms independently where necessary.
  4. Save the source links, review date, approved use, and unresolved questions. Ask the responsible reviewer to settle uncertain obligations.

A license review needs an intended action. Reading code for an internal assessment, distributing a modified client, and offering a service to customers raise different questions. Tell your reviewer what you want to do, rather than asking them to approve an undefined “open-source use.” This is a scoping exercise before it is a list of license names.

The same distinction matters when assessing open-source project management software: visible source is useful evidence, but the exact permission comes from the applicable license and the component you are using.

Does an open client include the model?

No. The client is the software through which you interact with the system. Model weights are the numerical values that encode a trained model’s behavior. Having the first does not imply that the second is available for download, modification, or independent operation.

OpenAI separately identifies open-weight models in its model catalog (opens in a new tab). Its open-model cookbook (opens in a new tab) describes running and fine-tuning those releases. That is a separate evidence trail from the publication of a coding client’s source. Do not transfer one release’s permissions to another merely because they share a publisher.

If your requirement is to operate without a remote model provider, ask for proof of that exact setup. You need an available model, suitable infrastructure, an approved configuration, and a working test. Our guide to open-source LLMs explains that separate model-selection question; LLM means a large language model that produces text or code.

Does running the client locally keep everything local?

Local installation describes where the client runs, rather than the complete path of its data. Trace which model endpoint it uses, which files it may read, which commands it can execute, and which outside tools it can call. Assess the configured workflow instead of assuming that a locally installed executable never communicates with a service.

Ask your technical reviewer to draw a simple path from input to output. For example: a developer opens a project, selects a model connection, submits an instruction, and reviews a proposed change. At each step, establish what information crosses a boundary and who controls access. Use harmless sample material for the first test.

Keep the nearby topics separate: open-source chatbots covers chatbot choices, Codex models covers model options, and the Python, JavaScript, and PowerShell guides address language-specific work.

How fenbs helps

Approve the component and the workflow together

Record the exact Codex component, reviewed version, permitted work, and remaining restrictions in fenbs Decisions and rules. Add tasks for unanswered license or data-handling questions. Connected assistants can read that decision before starting, while people retain responsibility for approving changes to it.

What belongs in an approved-tool decision?

A useful decision states what was approved and what would require another review. Include the client, model connection, work scope, permitted information, and human reviewer. Keep evidence links with the decision so a later teammate can distinguish the reviewed facts from assumptions that were never tested.

An example might approve one client for internal test-code drafting using synthetic data, with every change reviewed before merging. Moving to customer material or a new hosted environment then has a clear review trigger. Write “not yet reviewed” for unanswered questions rather than making missing evidence look like permission.

The AI governance hub covers the broader habit of keeping those responsibilities clear. fenbs can preserve the decision and its follow-up work; the license text and provider documentation remain the sources for the product facts.

How to do this with fenbs

  1. Create a free account and add a project for the tool assessment. Describe the intended component and workflow.
  2. Create tasks for source and license review, data-flow checks, and a small test with approved sample material. Record what was checked and what remains uncertain.
  3. Record the responsible person’s decision in Decisions and rules, including the scope and conditions for another review. Leave pending choices open.
  4. Connect a supported assistant and ask it to read the project context before working. Save progress and Where we left off when the session ends.

fenbs does not review licenses for you, host models, or enforce a machine’s network controls. It is not the right fit for those jobs. Use its shared work record to keep an approved decision readable when a person, client, or model changes.

Questions people ask.

Can I assume the editor extension uses the CLI’s license?

No. Check the exact component. OpenAI’s component list distinguishes the open-source CLI from the IDE extension and hosted cloud service.

Does open source mean an account is unnecessary?

No. A software license and access to a service are different arrangements. Check the authentication and service requirements of the workflow you intend to run.

Can an open client prove that no work data leaves my laptop?

No. Review the configured model connection and outside tools, then test the actual data flow. The location of the client alone does not establish the location of every processing step.

What should trigger another workplace review?

Examples include a different component, a changed model connection, new categories of work data, or expanded permission to take actions. Record those triggers in the original decision.
