ChatGPT Enterprise Data Residency: Storage and Processing

Check which region holds covered content, where model processing happens, and what changes when a connected service is involved. Record the approved workflow rather than relying on a broad regional promise.

Updated 5 min read

ChatGPT Enterprise data residency concerns where covered content is stored; inference residency concerns where supported model calculations run. A storage-region choice alone does not establish that every part of a workflow stays in that region.

The practical review is to match a specific workspace, feature, and connected source to your organization's requirement. fenbs can keep the approved handling rule and review decisions available to the next person or assistant without holding the restricted source files.

What do storage and inference residency mean?

Stored data is information saved by the service. Inference means the model's calculations while producing an answer. These are separate questions, so a review should have a separate answer for each rather than a single checkbox labeled regional hosting.

OpenAI's residency documentation (opens in a new tab) describes storage and inference controls for eligible workspaces and supported content. It also lists exclusions, supported regions, and feature restrictions. Check that page for the current coverage instead of assuming any available region supports every feature.

Separate the questions before seeking approval
QuestionWhat it establishesWhat still needs review
Where is covered content saved? The storage region for the agreed scope.Which content and features are included.
Where does model calculation run?The processing commitment for supported workloads.Other service operations and exceptions.
What leaves for another service? The outside recipient and purpose. That provider's handling and your permission to send it.
What requirement are we meeting? The organization's actual condition for this work.Who can accept an exception or reject the workflow.

Do not replace a precise requirement with a familiar phrase. A client asking that files be stored in the United States may mean something narrower than a client forbidding every form of processing elsewhere. Ask which obligation applies before requesting a configuration.

How do you confirm the workspace configuration?

Start with the workspace where the work will actually happen. Record its name and identifier in your authorized review record. A contract for one workspace does not explain a personal account, another department's workspace, or a separate API deployment.

  1. Ask an authorized workspace owner or administrator to confirm the configured storage region and any separate inference region.
  2. Have the reviewer check the settings against the agreement and the features your team intends to use.
  3. Record the evidence reference, reviewer, and date. If a field is missing or ambiguous, obtain clarification before treating the workflow as approved.
  4. Test the intended workflow with fictional content. Check for disabled features or unexpected outside services without uploading restricted material.

In the documented web interface, owners and administrators can inspect residency fields under Workspace settings, then General. These fields show the configuration; they are not region-change switches. Avoid making a migration plan from a screenshot alone, and ask OpenAI about your particular workspace if you need a different arrangement.

Which parts of the workflow need their own scope check?

List each feature the task uses rather than describing the task only as using ChatGPT. A text draft, a file analysis, an image, a search query, and a connected document lookup can follow different paths. Your review should say which combinations are allowed.

Create a short worksheet with the feature, input category, output destination, supporting documentation, and unresolved question. If someone proposes adding a new feature later, they can see exactly what was approved and what still needs review. A general approval for writing drafts should not quietly expand into permission to connect an entire document repository.

OpenAI explains that residency has a defined content scope and that some metadata, outside integrations, and service operations may fall outside it. Avoid promising that regional inference covers all processing. Ask a reviewer to compare the documented boundary with the requirement you wrote down.

Save that boundary in Decisions and rules in fenbs, including the approved feature and the person who accepted its scope. The next assistant needs the condition of approval, not just the word approved.

What happens when a source or tool is connected?

Draw the route from the original system to ChatGPT and then to any destination. A regional ChatGPT setting does not answer where the original system stores its files, what an outside tool receives, or where an employee saves the result. Give each service a separate line in the review.

OpenAI's connected apps guide (opens in a new tab) explains that data shared with an app follows that app's terms and privacy policy. Read the specific provider's documents for a proposed connection. Do not infer that an app inherits every commitment made for your ChatGPT workspace.

For example, suppose a US consulting team is approved to summarize a restricted project brief in a specified workspace. Sending the resulting summary to an unrelated presentation app introduces another recipient. Even if the summary seems harmless, someone must decide whether the original approval covers that destination.

When there is no approved route, use a fictional example or pause that part of the workflow. A connected account being technically available is evidence of capability, not evidence that the proposed information is allowed there.

What should a useful residency decision say?

Write a decision another colleague can apply without reconstructing the review. Include the workspace, permitted information category, permitted features, required region commitments, and excluded destinations. Name the person responsible for keeping it current and the route for exceptions.

A hypothetical rule might permit sanitized proposal outlines in a reviewed workspace while requiring separate approval for customer files or external app calls. Keep actual customer identities, contract clauses, and restricted attachments in their approved source system. The policy record can point to a controlled reference without reproducing them.

OpenAI's enterprise privacy commitments (opens in a new tab) are useful background for the overall review, but a general commitment does not replace the exact workflow decision. Ask the responsible team to resolve obligations that the available evidence does not answer.

How fenbs helps

Keep regional handling conditions with the work

Use fenbs to record which workspace and workflow a person approved, the restrictions that remain, and the next review task. Connected assistants read the rules before continuing the project. Keep the source documents elsewhere and share only policy information your organization permits in fenbs.

How to do this with fenbs

  1. Create a free account and add a project for the residency review. Use a team kanban board if several people need access.
  2. Add tasks for confirming the workspace, checking the feature scope, and reviewing each outside recipient. Write the check and its evidence requirements in the task plan.
  3. Record the human-approved workflow in Decisions and rules, with its owner, reason, and limits. Keep a missing approval open.
  4. Save check results and Where we left off using nonsensitive references. Ask the next connected assistant to read the rules and outstanding questions before helping.

fenbs does not configure OpenAI regions or enforce geographic restrictions. It is not a suitable substitute for a service with a required residency commitment. Use it for the review record only after your organization approves that use.

What should trigger a fresh review?

Review when you add a feature, change a source account, enable a new destination, or change the type of information involved. Recheck if the organization changes its requirement or the provider changes its documented scope. Keep the evidence date so a later reviewer can tell what the decision relied on.

Separate guides cover data use, retention, Enterprise rollout, purchasing, and personal-account storage.

Questions people ask.

Does a regional storage setting guarantee every operation stays there?

No. Check the scope of storage and inference commitments, the documented exceptions, and every outside service used in the workflow.

Can an employee verify the region by asking ChatGPT?

Do not rely on a generated answer as configuration evidence. Ask an authorized owner or administrator to confirm the workspace settings and supporting agreement.

Does the same decision cover an API application?

Do not assume so. A separate application needs a review of its own organization, project, configuration, and data route.

Should we put regional policy source documents in fenbs?

Keep restricted originals in their approved system. fenbs can hold an approved nonsensitive rule, review tasks, and controlled references if your organization permits that information there.
